The Seaside City Council unanimously approved emergency passage of a new ordinance placing a one year moratorium on medical marijuana outlets in the city and set aside two requests for business licenses to open marijuana dispensaries. City Manager Mark Winstanley told KAST news that this should not be taken as a signal that Seaside will attempt to bar medical marijuana businesses but instead allows the city time to set allowed regulations in place on those dispensaries.
Mayor Larson didn't attend the council meeting and Winstanley said that's the only reason the vote wasn't 7 to 0. He said that the legislation from the state gave almost no time for cities to decide about enacting a moratorium by setting a deadline of May 1 which explains why the council went through the process in one meeting Monday. Winstanley says that by passing the moratorium Seaside has time now to go through it's other ordinances that would require changes to allow the businesses to operate, additionally the council wanted to be in control of such things as the day, time, and manner of operation for medical marijuana dispensaries in the city.
The Astoria council took the opposite approach with councilors expressing little interest in controling the businesses beyond the rules already in place for granting business licenses in the city. Astoria has issued three business licenses so far and two of those dispensaries are in operaton with the third hoping to open it's doors soon.
