The Clatsop County Interagency Narcotics Team (CCINT) conducted a drug investigation in Astoria, resulting in the execution of multiple search warrants and the arrest of four subjects on Heroin and Methamphetamine related charges Tuesday night and Wednesday morning. Members of the Clatsop County Sheriff's Office and the Astoria Police Department assisted CCINT with the execution and service of the search warrants as well as the apprehension of suspects. The Pacific County Drug Task Force also assisted in the investigation.
Among those arrested were Christopher Ian Chase McGee 02/26/79, Timothy James Carpenter 06/26/87, Joseph Ross Van Osdol 10/08/85 and Samantha Kay Goodwin 05/18/87.
Information gathered, as well as numerous citizen complaints over the course of several months, showed McGee, a Chinook, Washington resident, to be a source of Heroin entering Clatsop County. Late in the evening of 02/18/2014, CCINT and Clatsop County Sheriff's Office Deputies arrested McGee in the Astoria Safeway parking lot without incident. McGee was found to be in possession of a considerable amount of powdered Heroin and a small amount of Methamphetamine. McGee was charged with Delivery and Possession of Heroin, Delivery and Possession of Methamphetamine and Failure to Register as a Sex Offender.
Early the following morning, CCINT executed a search warrant at an address on Alameda Avenue in Astoria. With the assistance of Clatsop County Sheriff's deputies and Astoria Police Department detectives located more Heroin, Methamphetamine and an illegal indoor Marijuana grow. Detectives also located and seized several firearms. Arrested at the residence was Van Osdol, Carpenter and Goodwin.
Carpenter was lodged at the Clatsop County Jail, charged with Delivery and possession of Heroin, Possession of Methamphetamine, Frequenting a Place Where Drugs are Used and several outstanding arrest warrants. Van Osdol was charged with Manufacturing Marijuana, Possession of Heroin and Methamphetamine, Unlawful Possession of a Weapon and Frequenting a Place Where Drugs are Used. Goodwin was charged with Frequenting a Place Where Drugs are Used. Both Van Osdol and Goodwin were booked and later released due to jail overcrowding.
