On August 15, 2013 at about 7:00 PM Astoria Regional Dispatch broadcast an attempt to locate for a stolen car traveling from the Clatskanie area. Officer Tim Gillum was on patrol and watching for the car. At 8:00 PM he saw the vehicle entering Astoria on Highway 30. He radioed Sergeant Aydt who was also working and together they conducted a high risk traffic stop at 36th and Lief Erickson Drive. The driver, Shannon Leigh Kelly, age 44 of Astoria, was arrested. A 47 year old male passenger was detained then released at the scene when officers determined he was getting a ride but had no knowledge that the vehicle was stolen.

While Interviewing Kelly officers learned that the stolen vehicle was part of a property dispute between Kelly and her ex husband. However, the car was titled to a third party. During the search at the scene Sergeant Aydt located syringes, one of which was loaded with a substance that tested positive for heroin, a baggy of crystal that tested positive for methamphetamine, and a scale. Kelly was lodged at the Clatsop County Jail for Unauthorized Use of a Motor Vehicle, Possession of a Controlled Substance – Methamphetamine, and Possession of a Controlled Substance – Heroin. She also had a warrant for her arrest from Columbia County.

At about 830 PM Sergeant Aydt was notified that during a strip search of Kelly corrections deputies had discovered a substantial amount of heroin, while jail staff did not weigh the heroin they described it as being a ball approximately 1 ½ inches around. Kelly has also been charged with Introducing Contraband into a Correctional Facility, Delivery of a controlled Substance Heroin and Delivery of a Controlled Substance Methamphetamine.
