The City of Portland says it can't delay complying with public health requirements any longer, so it's moving forward with a plan to cover up city reservoirs.

Years ago, the Environmental Protection Agency ordered cities not to use uncovered reservoirs to store finished drinking water, citing a risk of exposure to contaminants.

The city has been fighting the EPA's rule ever since, but it has been a losing battle. It appealed the EPA rule in federal court and lost.   The City of Astoria complied with the order to cover finished drinking water several years ago adding lids to the city reservoirs.
