Members of the Northwest Power and Conservation Council have elected Bill Bradbury, one of Oregon's two members, to chair the regional energy planning agency in 2013. Bradbury was vice chair in 2012; the Council elects officers annually.

Bradbury was appointed to the Council in September 2010 by then-Governor Ted Kulongoski. Before being appointed to the Council, Bradbury served as Oregon's Secretary of State from 1999 to 2009 and served in the Oregon Legislature from 1981 to 1995, including as President of the Oregon Senate in 1993. He directed the non-profit organization, For the Sake of the Salmon, during which he worked with Northwest tribes; federal, state and local governments; and timber, agriculture and fishing interests.

The Council also elected Montana member Bruce Measure as vice-chair. Then-Governor Brian Schweitzer appointed Measure to the Council in January 2005. Measure, who has served previously as Council chair and vice chair, also chairs the Fish Passage Center Oversight Board. He has been active on behalf of the state of Montana in settlement negotiations regarding Federal Columbia River Power System biological opinions on protecting salmon and steelhead in the Columbia River and white sturgeon in the Kootenai River.

Measure has been a practicing attorney in Kalispell, Montana since 1988. Currently he is of counsel to the Measure Law Office in Kalispell, Montana. Prior to 1988 he was employed in the forest industry.
