Lincoln City Police Detectives arrested a retired Taft Elementary 6th grade teacher from Lincoln City Monday January 14th on warrants obtained by the Oregon Department of Justice stemming from a child pornography investigation. David L. Humphrey of Lincoln City was arrested at his home without incident. He was lodged at the Lincoln County Jail, and was arraigned yesterday in front of Judge Bachart. Humphrey is charged with 10 counts of Encouraging Child Sex Abuse in the first degree and 15 counts of Encouraging Child Sex Abuse in the second degree. His bail is set at $1 million 750,000.

During arraignment on January 15th Deputy District Attorney Jonathan Cable asked that the bail be kept as set by the state. He said "Humphrey is a risk to the community after the state through the search warrant found 450 child sex abuse videos on his computer."  Humphries attorney Bruce McCrumb argued that Humphrey has lived in the community for over 35-years and has no criminal history. He would have no access to computers and there were no allegations that he had any direct contact with children.

Judge Bachart kept the bail as set by the state. This is an Oregon Department of Justice case. Lincoln City Police and the Lincoln County District Attorney's Office are assisting with the investigation and prosecution. The case was investigated by the State through the Internet Crimes Against Children division. They were able to track the IP address with the links to child pornography back to Mr. Humphrey's computer. They started investigating the case back in November and conducted a search of the house, with the search warrant on January 8th and he was arrested on Monday the 14th.
