The Clatsop County Board of Commissioners (CCBOC) recently decided to take-over the responsibility of the board of the county Housing Authority and set to work reorganizing the agency at their last meeting. The County had reportedly taken the action of dismissing the Housing Authority Board (CCHA) after finding that the organization had been doing public business without providing adequate notice as required by law. The board has called a special meeting for January 3 that features an executive session.
Executive sessions are closed to the public and under Oregon open meeting laws can only deal with specific issues by statute. One of those issues is all about personnel. That's what this session is all about. The agenda reads "To consider the dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent who does not request an open hearing". The agenda for the open meeting makes provision for the Board to come back and take appropriate action following that closed door meeting. Typically, the only employee directly responsible to a board would be the Executive Director of the organization with other employees under that director.
There are more basic housekeeping chores on the agenda for the board including designating legal council which in this case Heather Reynolds will be considered. The board will also consider legal services be provided by Bullard Law. The board will also consider approval of an intergovernmental agreement (IGA) with Northwest Oregon Housing Authority (NOHA) And hear a summary and discussion on Bond Street and Hyak projects. The meeting is set for 3:30pm on January 3, 2013 in the Astoria Boyington Building meeting room.
