Oregon State Police stopped a 2007 blue Dodge on highway 101 at East Harbor Thursday morning at 2:00am and found the driver to be uninsured and driving while suspended.  The car was towed from the scene and the driver identified as 23 year old Amanda Beal was allowed to go home.  After the tow company picked up the vehicle they reported finding a drug kit in the car that authorities alledge contained heroin, methamphetamine and paraphernailia.  Beal was later contacted at her home where she was arrested and then lodged in the Clatsop County jail.
