A woman who runs a business out of a historic barn in Gearhart has accumulated nearly $10,000 in fines for violating conditions of a conditional-use permit and for operating a business with an expired license.

Shannon Smith is the owner of Neocoxie Creek — Barn by the Sea. She operates the 122-year-old barn as an events center and has hosted weddings, family reunions and other large parties there.

The City Council has ordered Smith to complete several safety requirements before it gives her an occupancy permit.

City Administrator Chad Sweet says officials are worried that lives could be lost if the barn does not meet fire and safety requirements.

Smith plans to ask the state Land Use Board of Appeals to review the conditions the city has imposed on her.

The  structure was the Livery Stable for the Gearhart Hotel beginning in 1890 and served the City of Gearhart until the middle of the 20th Century.
